What matters for project planning
Very little of the city's stormwater and flood-control framework reaches an interior kitchen, and pretending otherwise would be padding. What genuinely matters is the vintage of the housing that framework sits under. Dayton's older stock was wired and plumbed to the standards of its decade, so opening a kitchen wall in a pre-war house reliably surfaces undersized electrical service and supply piping at the end of its life. The one regulatory exception is scale — inside a mapped flood zone, work large relative to the structure's value can engage further requirements.
